WIOA Funding Included in House-Passed Budget

On Tuesday, March 11th, the House passed a budget to fund the federal government through September 30th. The continuing resolution was passed by a vote of 217-213 and is an extension of the existing Congressional budget. The measure delivers a total reduction in spending of $7 billion dollars.


The House budget reduces overall funding for major WIOA programs by 2.7%, including: adult employment and training activities, youth activities, and dislocated worker employment and training activities.


The House budget reduces overall funding for secondary WIOA programs by 10.1%. These are programs that support Native Americans, Youthbuild, ex-offenders, migrant workers, National Apprenticeship Act expansion and the dislocated worker reserve. Finally, the budget eliminates a minor secondary program that funds WIOA demonstration programs.


The House budget must pass the Senate to advance to the President’s desk. Given that the Senate process requires a sixty-vote majority to succeed, it is unclear whether the measure will pass in time to avoid a government shutdown on Friday, March 14th.


Further specifics are below:


Major WIOA Programs:


Funded last year at $4,006,421,000, this new bill limits WIOA program spending on adult employment and training activities, youth activities, and dislocated worker employment and training activities to $3,898,587,000. That is 97.3% of prior spending, or a 2.7% decrease.


Secondary WIOA Programs:


Secondary WIOA programs were funded last year at $1,077,089,000 and are $969,255,000 in the House passed budget. This covers the dislocated worker national reserve, Native Americans, Youthbuild, ex-offenders, migrant workers and the National Apprenticeship Act expansion. That is 89.9% of prior spending, or a 10.1% decrease. 


Funding for WIOA demonstration and pilot programs $107,834,000 is eliminated.
