The Commercial Vehicle Training Association (CVTA) is following an upcoming executive action that will impact enforcement of commercial driver standards. According to recent reports, President Donald Trump is expected to sign an executive order that reinforces the requirement for professional truck drivers to demonstrate English proficiency. The order seeks to ensure that all commercial drivers operating in the United States can effectively read road signs, communicate with safety officials, and follow critical instructions—essential elements for maintaining roadway safety.
English proficiency is currently required in 49 CFR §391.11 of the FMCSRs, but as reported in Breitbart, "For years, an existing federal standard that commercial drivers read and speak English 'has not been enforced,' per the document."
The executive order, as outlined in a White House document reviewed by media outlets, will direct Transportation Secretary Sean Duffy to strengthen enforcement of English proficiency requirements during driver inspections. It also mandates revisions to the out-of-service criteria to ensure that drivers who fail to meet English language standards can be appropriately placed out of service. Additionally, Secretary Duffy will be tasked with enhancing CDL authenticity verification protocols and exploring further administrative and regulatory actions to improve working conditions for America’s truck drivers.
This new action builds on President Trump's March executive order declaring English as the official language of the United States. By emphasizing English proficiency in commercial driving, the administration aims to promote safety, strengthen communication across transportation systems, and reinforce a shared national culture.
