Secretary Duffy’s Cabinet Meeting Remarks on CDL Mills and Non-Domiciled CDLs

At a recent cabinet meeting with President Trump, Secretary Duffy raised federal concerns about states' improper issuance of non-domiciled CDLs and about training providers that fail to meet federal ELDT standards. His comments follow increased enforcement by USDOT and FMCSA, which have removed thousands of non-compliant schools from the Training Provider Registry and increased oversight of CDL mills that threaten student and roadway safety.

These actions align with long-standing calls for stronger oversight of Entry-Level Driver Training. CVTA has been leading on this issue for years and we applaud the efforts of Secretary Duffy and Administrator Barrs to increase TPR enforcement. Consistent enforcement protects students, ensures proper use of federal workforce funds, and upholds the standards set by legitimate providers seeking to train students the right way. High-quality schools have nothing to fear from this process; those operating outside federal rules should expect accountability.
