USDOT Threatens $75 Million Funding Hold Over Pennsylvania CDL Compliance Failures

CVTA is monitoring recent federal actions after the U.S. Department of Transportation notified Pennsylvania that up to $75 million in funding may be withheld due to issues with non-domiciled commercial driver’s licenses. A nationwide FMCSA audit found that Pennsylvania issued CDLs without verifying lawful presence and, in some cases, with expiration dates beyond authorized periods of stay. USDOT has directed the state to pause all new, renewed, transferred, or upgraded non-domiciled CDLs and CLPs, conduct a full internal review, and rescind any licenses issued in violation of federal requirements.
This action coincides with other enforcement developments, including the ICE arrest of a commercial driver with a Pennsylvania-issued non-domiciled CDL, which has increased scrutiny of state verification practices. CVTA will continue to monitor Pennsylvania’s response and any further steps taken under FMCSA’s ongoing nationwide review of non-domiciled CDL compliance.
