In November 2025, the Federal Motor Carrier Safety Administration (FMCSA) began a major clean-up of the Training Provider Registry (TPR), removing nearly 3,000 providers that did not complete required biennial self-certifications. This action targeted administrative compliance and addressed inactive or unresponsive listings that had accumulated since the Entry-Level Driver Training (ELDT) rule took effect.


With the Registry narrowed, FMCSA began the next phase of enforcement. Starting in December, the agency conducted in-person audits of about 1,500 training providers nationwide. These reviews assess whether providers are actively conducting training and meeting ELDT requirements. Providers that fail an audit have 30 days to comply. If deficiencies are not resolved, they may be removed from the TPR.

The agency has continued this effort in January of this year, removing another 3,800 providers from the TPR after notifying about 4,500 entities in December 2025 for potential noncompliance. These removals included providers that did not respond to FMCSA, failed to correct deficiencies, or could not show active compliance with federal requirements. Together with the November action, these steps significantly reduced the Registry's size and, hopefully, increased the number of providers actively meeting Entry-Level Driver Training requirements.

These steps represent a shift from administrative maintenance to on-site audits of training activity. Some reports indicate that entities removed from the TPR had not conducted CDL training for some time, even though they were listed on the TPR. As audits continue, FMCSA’s actions will help ensure the Registry includes only active, compliant providers delivering entry-level commercial driver training.
