CVTA Fall 2025 Conference: FMCSA announces increased enforcement numbers

The second day of the CVTA Fall Conference saw active participation from members, panelists, and federal partners committed to advancing commercial driver training. Discussions focused on key topics including ELDT implementation, English language proficiency, workforce development, and policies influencing the future of trucking.

The ELDT Task Force Panel was a key session. The FMCSA provided updates on the agency’s efforts to strengthen oversight of the Training Provider Registry and noted that many states have not been proactive or responsive in reporting bad actor entities. Meanwhile, CVTA Task Force panelists told the federal government that the low number of removals was not enough and criticized FMCSA’s excessive due process for bad actors.

Among the noteworthy updates, as of Sept. 25th, FMCSA announced it had reclassified over 2,685 providers from active status to proposed removal status from the TPR due to their failure to complete their biannual reviews. If the entities do not comply within 30 days, they will be removed. As well, FMCSA indicated that 10,471 providers with 17,153 locations received inactivity notices requiring corrective action to maintain active status. These steps demonstrate increased enforcement and an intent to get the TPR down to a manageable size so that the agency can begin auditing training providers.

Federal officials noted that FMCSA is itself preparing for an audit by the Office of Inspector General (OIG). The audit will assess whether FMCSA is adequately overseeing state licensing agencies and third-party testers in their administration of CDL knowledge and skills exams. The OIG review will assess whether the FMCSA is fulfilling its responsibility to verify compliance and ensure integrity in CDL testing nationwide.

Although enforcement actions require time for due process, FMCSA has stated it will continue working to ramp up necessary removals from the TPR in the coming months. For CVTA members, this marks progress in building momentum, but it must come alongside actual removals, not simply ‘proposed removals’.
