CVTA Welcomes ATA’s Call for Greater Enforcement of the Training Provider Registry (TPR)

Recent high-profile crashes have highlighted the urgent need for stronger driver qualification, training, and oversight in the U.S. commercial trucking industry. In April and August of 2025, CVTA and NAPFTDS again reiterated concerns the concerns of their national memberships to USDOT. The statements have been strategic but simple. Remove bad actors from the TPR to prevent substandard training in the trucking industry. Furthering this effort, the American Trucking Associations (ATA) has again emphasized their concerns regarding bad actors on the ELDT Training Provider Registry, English language proficiency concerns and improper issuance of CDLs. The Entry-Level Driver Training (ELDT) rule sets the first national standard for commercial driver training. This framework aims to save lives by requiring that new drivers demonstrate proficiency in the necessary maneuvers. It also maintains a nationwide Training Provider Registry (TPR) for transparency and compliance.

However, since its conception, enforcement of the TPR has remained inconsistent or extremely poor. For example, while there are tens of thousands of providers and thousands under review, FMCSA has removed only ninety-four entities since February 2022. FMCSA has removed this small number despite widespread reports of noncompliance and problematic behavior. Unless authorities take prompt, action or use effective tools to address violations, ELDT cannot achieve its full safety benefits.

While CVTA USDOT and the Office of Inspector General (OIG) for ramping up recent oversight, CVTA’s ELDT Task Force remains concerned. Real progress requires decisive and consistent enforcement, like the recent Interim Final Rule imposed on improper state licensing.

CVTA urges Congress and USDOT to continue strengthening oversight of ELDT and to enforce uniform training standards. Upholding the integrity of the commercial driving profession is essential. Only consistent enforcement and constant oversight can ensure every commercial driver is properly trained, lawfully licensed, and prepared to operate safely in America.
